After all, the population of the same Kabardino -Balkaria is extremely poorly busy in the field of industry, and unemployment is a favorable environment for criminal affairs, all that we call banditry. This means that in the Caucasus it is necessary in a good sense of the word to lay the litter - economic and social. And, of course, to strengthen the fight against corruption in power and law enforcement agencies.

The whole world is developing according to the scheme: about 60 percent is on the acquisition of weapons, research and development work, and somewhere interest on monetary allowance and issues related to the material support and combat training of troops.

We also need to look for the optimal balance of expenses. In the year, everything was so unlearned that talking about some prospects was unrealistic. If for another three or four years we exist in a similar state, it would probably be impossible to collect the Russian army: the processes acquired an irreversible character. RG is it better today? Baluevsky of course. Although I often repeat: I would like to get a lot at once - referring to a lot of weapons and money.

But then there will be no funds to resolve social issues - education, healthcare, science, etc.. Therefore, here is a balance. Today, for the first time in recent years, the Ministry of Defense has timely submitted proposals to the government to form a state defense order. The costs of research and development work will remain at the level of this year, and we plan to increase the purchase of weapons by actually by 50 percent.

RG and what will you take first? Baluevsky for the Ground Forces, the industry will be seriously released by Iskander missile system, tactical system systems, as well as modernized tanks, BMP-3 and BMP-4, armored personnel carriers. Army around the world today go in the same direction - they modernize their military equipment and create a new one. Of course, each country has different opportunities.

If we received a military budget, say, billions of dollars, we could afford to experiment with new weapons. But we have what we have. Baluevsky, as we say, are repaired and modernized by a suitable tank - T. Although T, from this point of view, also has a good prospect. RG But T - T - Tank, to put it mildly, is far from new.The Baluevsky American bomber V - also not new - was adopted in the early X, and has the prospect of modernization until the years, that is, almost until the middle of the 21st century.

Similarly, the technique must first have a modernization resource. RG And what about aviation? I will not hide Baluevsky, the condition of the helicopter park is most worried. Today we need all all -time night machines. And Min meets these requirements. RG does it mean on the Kamov cars "Black Shark" and "Alligator" a cross will be set? We cannot have Baluevsky today in the same quantity as the Milevsky helicopters.

But this does not exclude the need to equip special forces by Kamovtsy. These machines have proven ourselves in mountain conditions, we checked them during the fighting in Chechnya. RG What are the prospects of front -line aviation? Baluevsky will modernize all types of aircraft, while reducing their type. But we will put the emphasis on SUSM and the SU in general in the Air Force is given priority to air defense, we invest more funds there.

Money will also go to the modernization of anti-aircraft missile systems with a year we will purchase a new system with the truth, the price bites. So for now, apparently, we will purchase one regimental set for the special forces command. When the “four hundred” will be launched into a series, the price, I hope, should decrease. The problem is different: today the Russian army has, so to speak, a large convoy of weapons that do not have the prospect of use.

RG can't you sell it? Baluevsky is selling something. Here the same Americans, for example, have a form of promotion of third world countries, called a "gift". But this gift is with a double bottom: today I give you equipment and weapons, realizing that tomorrow you will turn to me for training specialists, spare parts and so on. Alas, a similar form is involved in us weakly. Although we can trade weapons: today Russia takes second place in the world in supply of military equipment abroad.

But our structures that sell military equipment and weapons are mostly interested in large -scale projects and billion orders, sometimes millionth. RG trading spare parts and maintenance of equipment is an unprofitable "small thing"? Baluevsky exactly. Meanwhile, today the whole world works like this: I have set equipment, I will put simulators, prepare service in the territory of the exporting country.

It is this scheme that should be developed by Russia. RG today is falling something from the supply of weapons abroad to the needs of the army? Baluevsky of course, I would like more. And for intellectual property - implemented design documentation for equipment and weapons, and for the planes themselves, tanks, submarines. Now the return is within the percentage. This is not enough.

But half of the half is also not the best option. RG Why? Baluevsky calculation is simple. In order for the industry to be able to create new competitive products, it should not be done on the knee, but to be produced on a modern technological base. That is, to constantly invest in the development of the technological base of production. The creation of a clear scheme of relationships between the customer and the manufacturer will help to achieve the right balance.

Then the company will clearly know: from the sale of equipment and weapons, we will receive such and such an amount for the development of the production and technological base, we will give so much to the Ministry of Defense, and we can invest so much in new products. Everything is justified and predictable.
