Kurgan biography of socks
Since June 1, the Main Directorate of the Ministry of Emergencies of Russia for the Kurgan Region appointed a new first deputy chief of the headquarters. He was Colonel Stanislav Nikolaevich Noskov, who previously held the position of deputy head of the Main Directorate for Anti -Crisis Agricultural Management. In the system, he is not a new person, and the regional media has repeatedly interviewed him during various exercises, training, socially significant incidents and emergencies.
However, the laconic deputy deputy always clearly and professionally commented on the prevailing, preventing representatives of the press to ask other questions that interests them, including about its activities. The colonel does not like to talk about himself strict and impregnable at first glance, but it is worth starting to communicate with him, as you understand that he is very friendly and open for conversation.
The other day, the correspondent of the regional newspaper New World managed to feel this by their own example, asking Stanislav Nikolayevich, a number of questions from his personally-professional life. He received quite detailed and frank answers to everything. This is what came of it. Changing the work - the ungrateful business says that there is nothing impossible for a professional rescuer, because human life often depends on him.
And only fearlessness, personal courage, the ability to make the only right decision in the shortest possible and rush towards the danger sometimes becomes a determining factor in resolving a crisis situation.
And for the current first deputy chief of the Main Directorate of the Russian Emergencies Ministry for the Kurgan region, Stanislav Noskova, all of the above not just high-pair words ... Stanislav Noskov is a combat officer, a member of a limited contingent of peacekeeping forces in the Zezino-Abkhaz conflict and a counter-terrorist operation in the Chechen Republic.
He graduated from the Novosibirsk Higher Combined Arms Command School. In the system of the Ministry of Emergencies of Russia since the year. However, for Stanislav, he is always the only one - to save people, to minimize the possible consequences. It is good that in our area emergency situations do not arise so often, so I remember all of them perfectly. For example, an episode with the collapse of the structure of the Alpha Baza shopping complex.
It was lucky that this happened in the early morning, and there were few people in shopping tents. Well, in this case, a large number of ministries and departments were involved. And then everyone did everything dependent on them. Or here is an episode with the fall of a combat aircraft in the territory of the Safakulevsky district. Everyone understood that the scale of the tragedy of this emergency could be very serious if the pilots did not demonstrate their professionalism.
There were meters from the place of fall to the nearest settlement. All the services of the Ministry of Emergencies also showed efficiency then. And Stanislav knew this from the very beginning, when he entered the Novosibirsk Higher Combined Arms Command School. It all began from there: the motorized rifle regiment in Yekaterinburg, participation in the counter -terrorist operation in the North Caucasus and not only there, and then saved the Center in Pervouralsk.
Yes, I could not do it. I gave the oath in the army to the Motherland, so I just fulfilled my duty and that's it. In Abkhazia, he was a platoon commander, in Chechnya - a company commander and deputy. Everything happened, and losses among friends, comrades. But this is a military conflict and otherwise in such situations, probably, it does not happen.
As for our ministry, one has to deal with different phenomena of an extreme nature. For example, such as a gathering from the rails of carries with gasoline in Pervouralsk in the year, a similar case in Kirov and others. In Pervouralsk there was generally an explosion, a fire of fuel. And only thanks to the operational actions of all rescue services, firefighters managed to prevent the spread of fire.
There were no casualties. The region covered by the flood was in a water captive, and it was impossible to do without support from the outside. They helped the whole country then. There was no such subject of the country that would stand aside. In addition to the interdepartmental headquarters, the federal headquarters worked, which took over all the most difficult work at the initial stage.
Help went from everywhere. Aviation delivered humanitarian cargoes, water -binding pumps, pumping stations, heat flaps, echelons with products by rail were going on. It seems to me that if a similar tragedy happened in another corner of Russia, he would also be helped by the whole country. How else? It is difficult to even imagine, but other settlements almost completely went under water.
The raging river Zeya literally raged in the Blagoveshchensky district. The settlements of Vladimirovka, Ivanovka and others represented a sad sight - floating greenhouses, sheds, country houses, fallen trees. And of course, it was a pity for people who were left without shelter and livelihood. Our task was not to save personally - this was, to whom to do, but to organize work. Believe me, what to do this is also not easy.
The scale is amazing. For a long time to tell the details of this action, I only note that only about 40 thousand people were evacuated from the settlements of the Amur Region from the Located Houses. The situation was aggravated by the fact that winter was ahead and everyone understood that in the shortest possible time it was necessary to prepare housing for people.
At this moment, many commissions on the assessment of damage, including representatives of our ministry, worked. It was necessary to make balanced decisions .... An equally difficult restoration operation began. And at home he was waiting for his wife Marina, as well as, by the way, working in the Ministry of Emergencies. Everyone knows what kind of work I have, what can be called at any time and anywhere.
So it was with a fall in the Chelyabinsk region of a meteorite. We sent 50 people there. Our headquarters was engaged in organizing various types of work, including unloading wagons with humanitarian aid, experts cordoned off the affected buildings, socially significant facilities - schools, kindergartens, hospitals ... at that time in the Chelyabinsk region was not enough. This is our work.
There are such journalists for whom only fried facts are important, and this sometimes has negative consequences. In any situation, many people are always involved, and it is interpreted biased. Imagine what a stir can rise .... But do not think that I am so boring - only work and that's it. Of course, work is the main thing and it should bring satisfaction. If this is not, it is better to change it.
In my free time I try to play hockey, in the Savior team I participate in the Night League tournament. My role is a defender. A very responsible position. Well, on vacation - fishing and hunting. There is no other time. The profession is such. And the fact that I chose it for myself, however, I do not regret it. Vladimir Sedanov.
