” Today, the commission is, first of all, an independent public body under the head of the Republic of Belarus. It includes both authoritative representatives of law enforcement, judicial structures, prosecutors, and people of humanitarian professions - doctors, scientists, church ministers, writers, member of the Public Chamber of Buryatia. Such a balance of interests allows us to ensure a comprehensive, at the same time, an impartial approach to the consideration of each individual case.
It is worth noting that all decisions made by the commission are justified and supported by the head of the Republic of Belarus and the President of the Russian Federation. But only the head of the country has the exceptional powers to have mercy on the convict, free him from punishment or reduce his term. The commission regularly attends correctional institutions of the republic.
Social activists talk with the convicts themselves, trying to understand their motivation for pardon, further life plans. During the consideration, the severity of the crimes committed, the personal characteristics of the convicts, the sentence of the sentence, and the opinion of the administration of the correctional institution are taken into account. Faina Botoeva believes that the relapse of the mercy is incomparably smaller than those who were released in amnesty or according to parole.

Any convicted person who has just begun to serve his sentence has the right to file a petition for pardon to the President of the Russian Federation.
